I was originally dreading the call based on previous experience with government run buildings, but I was on hold for maybe 30 seconds, and the lady on the phone was very pleasant and answered my questions clearly and quickly. Total exchange only happened for 3-4 minutes.
Apparently, they stop taking payments at 2:30 when everything obviously says they stop at 4:30. Also the clerks are not helpful and will not answer any questions about filling out the required paperwork. No respect for anyone that comes in with questions. I had to come down 5 times to file a very small claim.... terrible service.

Called at 4:30pm and the recording said their office was closed. The recording then said they were open until 5pm.
It's 4:38 pm and the answering machine says the offices are closed? To echo other comments, very poor service and consideration of the citizenry.
